Sure, only the brave dare wear these but if you feel comfortable in them, they really are great for working out in.
You can find most workout shorts for under $40. For women, you will find that most of them will be a nice tight fit and will go no higher than the middle of your thighs. For men, you will find that most are longer and looser. You will have an option of shorts with pockets or without pockets. Some will be made of materials that will provide you will extra sweat absorption while others will be made for style purposes. Which ever workout shorts you choose is up to you but just make sure when you wear them, you are comfortable. Wearing sweats may be more comfortable for you if you are ashamed of your legs for some reason but you will find that shorts, for the purpose of getting a better workout, will work better. If anything, showing your legs will motivate you more to workout harder to get them to look good enough for you to want to show off.
